Constructs a new Message Formatter
Parameters
locale- The locale to use when formatting arguments
pattern- The pattern string to stick arguments into. The pattern uses an 'apostrophe-friendly' syntax; it is run through » umsg_autoQuoteApostrophe before being interpreted.
